In the late 1950s and early 1960s, a new building was added to the existing building of the Presidium of the District National Council, in the basement of which, according to the then doktryna obronna was established the Headquarters of the Municipal Civil Defense Inspectorate. It was from this place that, in the event of war or other danger, the management of the municipal office and the coordination of civil defense formations were to take place. The rooms of the "shelter" were classified as a Type II hiding place and provided with steel doors to protect only against bomb explosions. In order to ensure adequate conditions for work, in the event of armed conflict or any other emergency, the command post was equipped with means of communication to enable contact with other offices and civil defense units. When the steel doors were sealed tightly, the supply of fresh air was provided by a special ventilation system equipped with appropriate filters, which, despite the passage of many years, remained operational. In the event of a collapse of the building, the designers also provided an emergency exit leading to the courtyard of today's City Hall.
